I am down to 1 scholarship remaining with two targets.

1 player has a higher rating but is not is not listed in the top 200
1 player has a lower rating but is in the top 200

Both players have good ratings for their positions and will develop.

SO in the end all things equal would it be better to take the lower rated top 200 ranked player or higher overall not in top 200?

Ratings mean very, very little in this game.  You take whichever player will develop into the better overall player and/or the one that fills a need/fits your team the best.

biggest difference between the two are one guy has run my offense both run my defense. both should develop well.

so would a top 200 long term always be better?

No, it would depend on their potential. Did you use FSS?

Sorry, I meant *rankings* instead of *ratings* in my initial post.  The player's rank is irrelevant.  If you look hard enough around the states you FSS'ed, you'll almost certainly find a guy ranked even better than the 2 you're considering that you wouldn't take on your D2 team, right?  So you go with whatever player will be better long term, regardless of what they're ranked.
