Is it 75% on minutes? So 10 promised mines, 7 and a half fulfill that promise??

Depends on the kid -- there isn't a "safe" number, other than fulfilling the promise. I try to aim for 85 percent (I've dipped lower and never received a warning email) but I lost a kid once for 8.62 minutes/game, so even that isn't a guarantee.

I've never had a problem using 80%.
