Hey guys I literally just made a hoops dynasty account a few days ago and reserved a team in the Allen world (d3 Scranton). I'm just wondering when the season (84) is supposed to actually start? Is it the same date that is under "next signups" (feb 16)? I'm just new to all of this so if anyone could break down to me when each part of the season starts I would appreciate it

Kind of.  On 2/16 the world will update.  This means your seniors and walk ons will leave and you'll get your recruiting  budget for the upcoming season.  Recruiting actually starts on 2/17 (at 5pm CST).

Recruiting lasts 5 days. Then you have 2 days for exhibition games. Then the regular season starts. Spend those two days during exhibition to set up your practice plan, offensive distribution and team gameplan.

Looks like you're losing 3 seniors and 2 walk ons so you'll be recruiting with money for 5 guys. This is awesome since it'll help you rebuild faster. But that also means you need to do well in recruiting or else you could set yourself back a few seasons. Along with the article that darnoc posted, also read this

I just recently join last season I am in the best division 3 conference. The best division 3 conference is Usa South which is full of users so it makes it kinda hard to leave. Even though winning and making it to the psot season every season seems like a good reason to leave the conference but I got accepted into Chowan and am willing to builld them for the future and a winning program.
