If I offer a start and a scholly, then inform of RS, then uninform of RS am I now "effort neutral' (accept for the scholarship) or have I done negative recruiting value.

you are effort neutral on the redshirt situation. the only negative cycle is scholarship->pull

Would you do that in 2 cycles? Offer scholarship and start first cycle, then next cycle inform of RS and withdraw RS? Or all at once?

I did it in 2 cycles. I wanted him to show up as considering me so I did that cycle 1 (along with a ST). I made the decision I wanted him cycle 2 and then did the red ****, remove, and add more effort.
