If I modify a player's position will it impact their development or play anyway or is the position just a label?

Just the position and the label. Development is strictly a product of the kid's potential and work ethic as applied by your practice plan allocation for his minutes.

I switch my senior (c) to power foward and no impact at all. I just needed to make use of all my seniors so I switch him to power foward.

What is the logic behind assuming it makes use of your seniors more by switching his position?

He wasn't going to be playing at center. He was the weakest of the three centers and I switch him to power foward to make the most use of him during his senior year.

you can play a guy listed at C at PF and it makes no difference, the only benefit is for you looking at your roster. not thats its bad just don't want you thinking you are getting some extra benefit.

The position is only a label.. It has no impact on anything, expect for it to better sort your team.

If you use player roles in Office => User Settings then it will use you ratings instead of overall scores when you look at teams and players

This catches my eye. Are you saying that if I use Office=> User Settings that MY team will look different to me, or that it will change how other teams look to me as well? If it's the latter, is there any strategic use for that? Thanks.

How you change your view of overall ratings will affect how YOU view your team and other teams, but not how they see yours or others.
