can you pull down a person that says they Won't play for you with a large amount of scouting trips.

Define "they Won't play for you"? If you get a message like "but I think you're chasing something you'll never catch." then no. Pull downs always have some sort of caveat in the message - '"I've heard him mention XXX as a potential backup in case other options don't work out."

I meant like, "I think your chasing something you will never catch" or "he doesn't even know who you are"

Yeah Monster, I tried getting one of those guys recently, just was a waste of money. I kept sending messages even after I did all my signings and the guy never budged.

yeah, they're only able to be pulled down if you get some sort of backup message anywhere in the email. If could say he doesn't know who you are, but if his options fall through ... it's the "if his options fall through" part that matters. if that's not there you've got no shot
