a player was selected in the Rule 5 draft (by another owner), and then claimed by me, and the original owner declined return when I waived him

I then assigned player to my minor leagues, without him ever playing in an MLB game, or being on my MLB roster

has his MLB clock already started?

As long as he's not on the 40 man then his options wont be lost. He only gains MLB service time when on the 25 man
