Once a recruit is considering your team I read somewhere that someone said those AP could be pulled from that recruit. Is this true?

Yes, you can reassign at any time (make sure you've let a cycle run first, of course) and come back to him later, if you wish.

You can, but realize you're increasing the odds that someone else can make a run at you and get to high/very high as well and then have ping pong balls in the lottery drawing come signing time.
