OK, so we know that there is no carryover of unspent cash under the new system. My question is, if you've recruited and signed an ineligible player, but he goes Juco, do you get any credit for those prior recruiting efforts attaching to the Juco when he becomes eligible for recruiting the following season? I'm assuming not, but I'm interested if anyone knows for sure.

Yeah you get some carryover. Next season you'll notice that Juco players will already have interest levels from schools. It's from the previous season. All carryover was wiped out in the transition from 3.0 which is way it isn't there this first season.

This past year in Beta, I had 10-12 JUCO kids with carryover interest in my program from the previous season's recruiting efforts.
None of them were ineligibles..but I don't see how that would make any difference.
