Considering Credits were a 2.0 thing .. if you did recruiting early, there was an small additive bonus. So a HV early was worth more than a HV late, etc. It was supposed to help with poaching.
Now, effort is effort regardless of time .. except for a wants to play bonus if the guy wants to play. If you offer minutes to someone who has no preference for 'wants to play', then you get X points for the offer. If you offer someone who has a 'Wants to Play' preference ..you get the X points for the offer and EXTRA points every turn while the promise still exists.
Maybe I'm wrong here, but I don't remember this being anything like you are describing. The concept was that you would have credit for being on the recruit earlier than someone else, but it never changed the value of a HV or any other recruiting action for that matter.
For example (using made up point totals): If an HV is 10 points and each cycle is worth 2 points and all factors are the same except Team A started recruiting 2 cycles before Team B.
Team A 10 HVs in cycle 1 = 100 points for the HVs and 4 points for the 2 cycles of considering credit (104 points)
Team B 10 HVs in cycle 1 = 100 points for the HVs and 0 points for considering credit (100 points)
The HVs receive no additional value, but Team A wins for the considering credit.
