This may have been discussed here and if it has my apologies, but is there a way to reject an offer for a non-conference game and counter to be played on the road rather than home? I know the old system had it, does the new one?

Hmm - Not sure - you could always reject it, and then propose a new game. I don't think there is a "counter" button.

No counter button. I use the offer the "counter offer" back method.
