There are no pull downs any longer -- if you find the kid during the scouting process, you can recruit them immediately. At D2 you just can't SIGN the kid until the second session, but you can recruit them and position yourself for them to sign on the first cycle of that second session while the first session is going on.
At D2, I would run a local camp to the full 200 aimed at D1 talent and then I would FSS all D1 and D2 players in states within roughly 400 miles of campus (florida, being in a corner of the country, might have to extend but I'd definitely go FL, GA, AL, MS at a minimum depending on numbers of recruits). If you want, send the AC out 3-4 times to further scout players you've located or just start going through and individually refining the players with decent work ethics and profiles, staying away from the guys that are in the Top 100 overall.
That should get you a decent pool of recruits to look at and then when recruiting send out "feeler" APs to about 2x the number you need to sign the first cycle. Target the ones that don't get a huge push from human D1 coaches and focus the AP's accordingly starting on the second and subsequent cycles, trying to unlock scholarships and other actions on the top priority recruits as quickly as possible to make the offers. Ditto on minutes promises if you know the kid is going to play the first season you have them.
