I only have 20nof them to start out recruiting. Do I get 20 every cycle? Or 20 for the whole time recruiting?

since you have no seniors, your resources are limited. you would have to cut a player to sign someone in recruiting.

The trick will be to target a recruit with a "Late" or "Whenever" preference. That way they'll still be there in cycle #2. At the start of period #2 (post-season) you will be able to rescind a few scholarships and will receive additional recruiting budget and AP (since your current roster is all Sim-AI signed).
