I'm sorry, but I didn't see an answer in the Knowledge Base. When is practice?

Every day of the regular season.

What time of the day? Right before the game? Right after the game? A different time? I am trying to find out if my players are making good progress.

Basically it is in the overnight processing period, and I like to think it is after each game processes. Practice occurs even on off days if your team has a day off.

Look at the season change setting on your roster. This includes advancement both in game and practice. Look at the roster function tab IQ to see how well they are learning Off/ Def during practice as well.

This is correct - players progress after each game plays, so twice a day on worlds like Knight and Phelan and once a day in worlds like Allen.

Slowtospeak, as people have said, Practice and ratings improvement shows up after each game (or game-slot), whether or not you have an off-day. In your Crum World, that is around 2:10am to 2:15am.

However, Crum just had its 2 exhibition games over the last 2 days, so practice for these 2 days only ran at each of these game times (this afternoon at 2pm and yesterday afternoon at 2pm... and there was no 2am practice early this morning)... normal 2am practice starts late tonight.
