In addition to the start of Session 2, I think new transfers can show up whenever a human-coached school rescinds a scholarship on a player, which I think can happen throughout Session 2.

So transfers will show up at the start, but also could appear all at once throughout Session 2, depending on if players are cut by humans (often happens when a human moves to a new school and cleans house).
