III. The 1969 Plan: In 1969, both the AL and NL will be augmented by the
addition of two teams. All sixteen current teams will post their roster,
including any players retained on IR and the two in AAA if you have them, in two lists, a 12 man protected list and
all others made available for the expansion draft.

The four expansion franchise owners determine selection order for the
expansion draft and regular draft by means of an automated random draw. Winner
chooses his draft position in both the expansion and common drafts from the
following options. The second place finisher then selects, followed by the
third and last finishers.

1st in expansion draft / latest in common draft* 2nd in expansion draft /
third in common draft* 3rd in expansion draft / second in common draft* last
in expansion draft / earliest in common draft*

*common draft position refers to position only among expansion teams.

The expansion draft then begins. Each current team will lose four players.
Upon losing their first player, the owner gets to protect one additional
player. Upon losing their second and third player, the owner likewise protects
an additional player. Following the expansion draft, each expansion team will
have 16 players (or rights to 16, should they pick any IR player or players).

All teams then post their keepers list for the regular draft. The four
expansion teams will be placed after all teams with losing records. Any team
finishing the 1968 season with a .500 record would select after both expansion
teams.

To make sure that the expansion teams have enough PA's/IP's, they will make 2
picks every even round.
