I have a few recruits moderate, but cant get them any higher. They are projected d1 but at the bottom off the list with no other teams interested. We are in the 2nd recruiting period will they sign or am I wasting time

Neither Tark nor Phelan are in period 2. And you will have to wait until the last day of that if you are d3.

As a d3 school you won't be able to get higher than moderate on d1 recruits until 24 hours before recruiting ends in the second session. You can continue to pile attention points on to both recruits so that if somebody else tries to take them late it will be tougher for them to do so. The second session occurs after the tournament so right now tark is between first and second sessions and no recruiting is being done while phelan is still in the first session. You can check the world schedule to see when the second session of each world begins.

If you are a D3 team, the best idea would be to try to line up a couple of backup options in case another team comes along before the final 24 hours. A D1 team could easily take the recruits from you, if they really wanted them. As soon as the final 24 hours starts though, they should sign right away, as long as they are not programmed with the late preference.
