If you send your assistant out to scout 25 players, do you get 1 level of information back on 25 guys or is there a chance you can get 2 levels back on 1 guy and 1 level on the other 24 guys (and obviously this can be extrapolated to 2 levels on 5 guys and 1 level on 20 guys, etc)?

in my experience, if you send him out for 25 guys but only have 20 possible guys he can scout, then he will give you 1 level on those 20 guys and not charge you for the additional 5

Correct, you'll never get 2 levels.
