Can recruits sign anytime? Or just after a cycle? Topic

Once signing has begun, can recruits sign at any given moment? Or will they only sign right after a cycle goes through?

I understand the early, whenever, and late preferences.

They only sign when the cycle processes. They won't suddenly sign an hour or two after the cycle processes.

And you can tell whether the cycle has processed (which isn't always on the dot promptly) by looking at History on the recruit's page.
