The "wants rebuild" preference will always be funny. If a kid wants PT, that's a separate category.
The idea a kid would actively seek to play for a loser whether or not he rides the pine is just bananas.
I think you could make a case that it should be rare, especially among top recruits. And for the most part, it is now. But for those oddballs, this preference is one way to mitigate (not overcome, exactly) a big prestige disadvantage.
He wants to be the focus of the team, he wants to write the record books, etc... in that sense, playing for a Big 6 team, no matter how inept they currently are, won't move the needle as much.
Preferences aren't meant to be taken separately. It's better to think in terms of preference profile, and how they interact with the other, much more important modifier - prestige.
