When does the draft take place? I thought it was before the 2nd wave of recruiting but in Smith world draft has yet to happen but 2nd recruiting cycle has already began.

After the 2nd recruiting cycle ends. Players declare for the draft when the NT ends, before the 2nd recruiting sessions starts.
