Yes I have seen it happen, your question I assume you are talking Recruiting phase 2 and after the first cycle process'

I have seen a d2 team put in enough effort to a "Early" signing preference where they decide right away to go to the D2 school

I mean do recruits sign at 10 pm on the end of session/phase 1?

So if a guy is Early signing but a DII holds a DI down until 10 the pm cycle at the end of phase 1, but the DI pops up to VH/Moderate, will the recruit sign?

Yes, I had a player sign at 10 pm at the end of session 1 in my last recruiting class.
