Is this preference earlier than the "by end of period 1" preference?

And also, do D3s need to get high or very high on a D2 recruit for them to sign early, or before end of period 1? With considering still on Moderate does the recruit wait to sign until period 2?

Yes it is generally earlier but not always.

You won't be able to sign a recruit projected at a higher division until the second period. Moderate is the highest you can get until period 2. Players only sign at very high and high.
