In the last few OLs I've played, I've seen people trading AAA position players for $200k scrubs. I'm not saying this is the first time I've seen it happen, it just seems like I'm seeing it a LOT recently. I'm not asking why this is done- I understand the "strategy", but I'm wondering if people see this as an issue.

Not particularly. Some good owners use these trades for better value $200k guys, while other good owners use these trades for Cap space to pick up a WW player they want.

Sure, some owners use this and mess with newbies in the process, but eliminating the ability to make poor trades is really difficult unless the league itself stays hyper-vigilant to prevent them.
