New Coaches get the full allotment AND they can see all the players you scouted.
Yeah, plus there's a reduction in the power of the old coach's effort (eg campus visits are worth less), but that effort still has some carryover value. So it can actually be a cost-saving process, if you're lucky.

I try to sign a couple players in session 1 so the team isn't trashed.

I also try to open scholarships on a bunch of late preference players but don't use any further recruiting effort on those players--doing so just screws over the potential next coach by using up HV/CV slots that then get reduced to a uselessly small amount, ie if I used home visits, they'd count towards the total amounts for a recruit for the next coach but do basically nothing. The new coach recruiting effort reduction is HUGE.

This is a reason I almost do not want to move up to D1 in Allen. CSULA is a Dynasty in the making as long as I don’t screw up recruiting big time. I would hate to mess be up to D1 and see Sim AI or another human unable to recruit decent players in RS2 and I’d have to watch my dynasty collapse. Granted, I will eventually do it, but maybe I will use one of my old aliases to take over and try to keep it up.
