I am in a 1943 progressive, I have been using Schoolboy Rowe and Early Wynn anywhere between 3rd and 5th in my batting order. When they go past their RL PA, by 10%, will that affect their fatigue as pitchers?

I would say definitely not. A lot of pitchers in the DH era had no PA in real life; I'm sure they don't experience pitching fatigue because they bat in the sim.

Pitchers experience fatigue based on total pitches thrown, and total pitching appearances per total team games (appearance fatigue). No other SIM event affects pitcher fatigue.
