Do scholarship offers automatically open or am I making things up?

Only for players projected at your own division, not for divisions above your team's.

They open automatically the last day to players at your level. If you’re recruiting up, you still have to unlock with AP.

Damn, so if after the 5 o clock cycle I'm at 98/99% on the scholly, it'll be a no go?
