How does simmy decide who gets a minor league pitcher FA in the offseason when there are multiple identical bidders? Is it number of BL pitchers?

All it says is the agent reviewed the depth charts. I have always assumed, since I don't get these players, that they go to the negligent owners who don't sign their draft classes or populate their teams.

Yeah, I believe it goes to where the player gets the better opportunity to play.

Yes. I rarely get those top level free agent minor league guys because I typically have some AAA guys that have been at that level for a handful of seasons. You can try to offer a spring training invite to intice them, but if the other guy matches, yoully be in the situation.
