This is a response i got in a ticket once in reference to a question I had about an injured player and the same situation you are in now.
"Just so you know, there is no higher risk of injury by playing someone at less than 100%. There is just the reduced effectiveness."
So feel free to play the guy without worrying if he'll get hurt again. He just won't play as good.

If a player is at 70%, does he play at 70% of his ratings or is that just a forum myth?
We've been told (years ago) that the effects of injuries are not as simple as a percentage conversion to other ratings based upon a player's health percentage. We did not get a straight answer on what exactly the effects were, although the possibility for more severe injury was one of them.
I assume combined with what you wrote that this just means the health percentage would be buried beyond what would normally come from whatever the second injury alone would be since the kid starts sub-100.
I think we had a discussion about injuries a while back.
I found a customer support ticket from a post that stated being injured doesn't increase the chance of injury. Maybe the only exception being that since he would be more tired than normal, because his health is less than 100%, that may indirectly trigger another injury?
My injured guy managed to play 29 minutes at 76 stamina @ 75 health. Judging by the other starters than played, it would appear his stamina rating at that health was about 70. Therefore it's possible that his skills were 70/76 were at 90-94% of the current rating, this assuming that the drop in stamina is equal to all other ratings.
It's hard to say, because there aren't a lot of injuries in the game, therefore it's hard to track that kind of statistical data, being a small sample size.
