The problem I have with VH vs H at D-1 is:
Any mid major can win a game in the tournament, get to B to B+ and battle for any recruit by getting to high. Although, I'm not saying a B range team should "never" get a top recruit.
Even D- baseline prestige teams, coaching in a conference by themselves or maybe one other coach, make the NT every year by winning the conf tournament or maybe a team where they have a great season, win a game or two in the NT, even if it's just once every 4 years, now they are sitting at a B prestige and with a couple of preferences going their way, they can basically get to high and battle for any recruit, that to me is a real issue that should be fixed.
I will add this though, I don't think it's realistic, but do think it adds to the competitive balance at D-1, depending on whether you think it' a good or bad thing. If anything comes out of it, it may help user retention, maybe some of the top coaches at high baseline schools end up leaving, but possible you get more mid major coaches sticking it out.

But isn't it an issue? A D- baseline prestige school competing against an A+ school at D-1?
A D- prestige team can’t get into signing range against an A+ with equal effort. If you mean that D- *baseline* team can work it’s way up into the B range, where it can conceivably start competing for top recruits with favorable preference profiles, that’s a completely different story. Now it’s a B prestige team, not a D- baseline team. Actual prestige is what matters to recruits, not baseline - as it should be.
Exactly, the D- baseline prestige(no longer D- in the example) team working their way up to a B, after a few NT appearances, maybe a 2nd round every now and then, with a couple of favorable preferences, being able to get to high with equal or maybe slightly more effort , that's exactly what I was referring to. I thought I had mentioned D- baseline prestige already in an earlier post.
