Can?t say the latest, but I have blown off recruiting in a world before to the point where I had to run it the day before recruiting started. It is also still available as an option for scouting when you get a new team during session 2 so I would imagine that, like the other scouting options, it stays viable throughout the recruiting process. I would hypothesize the "latest" would be whenever the end of recruiting hits before your camp processes.
