People may also not know how to scout for transfers. You don’t have to wait for them to contact you, although the ones that contact you can be recruited even if you don’t have any scouting budget left - with no scouting budget, you do only have access to the ones who contact you.
If I’m looking to discover transfers in my region, I usually start locally with the assistant search, covering a radius that I’ve already completely scouted. I can’t use FSS again for those states, so I need my assistant to find new guys. When I use the assistant in the first session, I usually make sure to uncheck the “find new players” option, because in the first session, I’m using him to go deeper on recruits I already know about. For transfers, I do the opposite. I uncheck the “further scout existing players” option, because I only want him to find these guys for me, I don’t necessarily want him to fully scout them 4 levels. Keep in mind, the way I generally scout is to completely scout locally. If you go beyond the radius of what you’ve completely scouted at this level, using the assistant will bring in HS players as well as transfers. Depending on how much budget you have, you may not want that.
If you haven’t used the FSS for a state yet, doing so in the second session will uncover transfers (as well as all the unsigned HS dregs that are still sitting out there) available at that time. If you wait until the last day or so of recruiting, you can often get in most of the rest of the country this way (assuming you have some scouting budget left). It’s not highly efficient, but it’s another way to “discover” transfers.
