You can't create a TOC league. You can only get placed in a TOC if you're a World Series finalist in an open, theme or progressive league.

What you might be thinking of is theme leagues that advertise themselves as "TOC leagues." These are theme leagues whose rules (generally a salary cap of $80-100M, and no AAA) give their WS finalists an advantage over the open and progressive league teams they'll meet in the TOC -- mainly because those teams will not be using up all their salary cap.

Basically every 10M.

Also, your team is placed in a TOC based on the total salary of your final 25 man roster. AAA guys count as their actual salary, not the $200K that is shown. And you get rounded up. So, 80,000,001 gets put in a 90M TOC. Note that the salary cap of the league you are in has NO bearing on what TOC you end up in. I still see even experienced owners get confused on this point.
