Can a D3 human win recruiting battles against D1 sims? Or is it a waste of time and money?

Yes, a D3 can win a battle with a D1 sim. If the sim gets pushed down to very low, they don't fight back. Make sure the recruit isn't too good or it isn't too early which would mean a higher likelihood of poaching (and losing your resources).

Against a sim, yes, possibly. The problem comes when a D1 human coach comes looking for a player after his first target gets away from him. A D1 human can take a recruit from a D3 team in a snap, and a D2 human can do it almost as easily.
