D2 internationals, absolutely. I’ve usually got at least 3 on my D3 roster. They cost $195 apiece to scout to level 4.
I don't ever look at D-2 internationals, so can't really claim to be an expert on the subject or how often coaches are recruiting those players.
My concern with recruiting internationals, is even though you can scout them for relatively cheap at D-2 and D-3 if you do it correctly, I feel at unease
knowing someone with 6 scholarship openings could drop all their recruiting $$$ on that one player, against you, especially if he's in no other battles, all that recruiting effort you put in could be wasted. At least, with a local recruit, you can drop 20 HV, be out $5,000 and still have a chance at that recruit and possibly plenty of recruiting money left over to go after other players.
D-1, I will scout them to level 1 for the purpose of watching recruiting battles from other teams, but it's really hit or miss on what kind of player you get. It's like well I just dropped $1400 to get to level 3, only to find out he doesn't have the potential I was looking for, where if I used the assistant coach option, assuming the cheaper scouting alternatives have been used, I get more bang for my buck.
In my entire HD career, think I attempted to go after one 5 star international recruit. I basically had the other recruits I was going after wrapped up. It was at S. Illinois D vs Florida A+. The reason being, that same coach was in 2 or 3 other recruiting battles and thought maybe with some luck could get up to "high", but was only able to get up to moderate.
