If I reserve a team, perhaps several weeks in advance, I take over the team when the next season officially starts (after recruiting phase II is completed).

If I wait, and apply for the same job during job applications, I can recruit some leftovers during phase II, or at least rescind some stiffs to set me up for next season's recruiting phase I.

This is correct. Reserving a team means you don’t have to compete for it, but the drawback is that you have to take the recruits they give you.

You can rescind any player not signed by you after the season and get full resources for them (for up to 6 scholarships) in the second session, or the following season, if you decline to fill them right away.

Sad, and true! Only works if you are rejoining a World you have been in before. New World to you and you do not get to recruit at all.
