I signed an ineligible player with an 86 work ethic. I know he won't gain anything during the season since he can't practice with the team.

Will he lose any skills? Will he gain any skills between seasons?

He'll get the normal between-season gains (or losses). His skills won't decline during the season.

You can and should put all his practice minutes into study hall.
