We need 2 team owners in the Jackie Robinson Progressive League for 1974, which will be its 28th season. Originally 16 teams, we are now at 20 teams, and a second and final expansion is planned for 1977, which will bring it to 24 teams and 3 divisions and a wild-card in each league. There is interleague play, and the DH has been used in AL parks since 1973.

The following were the rosters at the conclusion of the 1973 season, eligible to be kept or dropped for the 1974 season, unless of course the player retired. The Atlanta team which plays in the NL may move to Houston or San Francisco, will pick 6th in each round, and did not acquire or trade any picks. The Cleveland team which plays in the AL may move to Milwaukee or Texas, will pick 10th in each round, and did not acquire or trade any picks.

EXPANSION

In 1969, the league expanded for the first time to 20 teams. In 1977, the league will expand for the final time to 24 teams, with 3 divisions and a wild card in each league.

Each established team will protect 15 players (whether active or on IR) from being drafted in the 1977 expansion draft. After an established team loses a player, its owner will pull back 2 players from being drafted. Once an established team loses a player, it cannot lose another player until all 20 established teams lose 1 player each. Once an established team loses a 2nd player, it cannot lose a 3rd player until all 20 established teams lose 2 players each. Then its owner will pull back 1 more player from being drafted in the expansion draft.

Each round will be 20 players, 5 to each expansion team. Once an expansion team drafts 15 players, it will be done drafting in the expansion draft. When all 4 expansion teams have 15 players each, the expansion draft will be over. IR players will be included in this draft, so they may be protected as one of a team's 15 keepers or its later pullbacks, or drafted if the player is unprotected.

The order of the expansion draft will be drawn as A, B, C, and D by a neutral party, with A being the first owner to claim a team, B being the second, C being the third, and D being the fourth. The expansion draft will be in a snake format, and the second round will be in reverse order.
