Those two factors would make the results more meaningful. Would also require much more work.
Another issue is how to rank the worlds for weighting. Some worlds used to be great and aren't now and vice versa.
I might just simply use a "relative to other teams in the world" type score.
That way you aren't using any "world rankings" which may or may not reflect what you're looking for.
If an owner takes a team and starts improving W/L record immediately, that W/L record continues to improve over time and results in titles i'd say that's a strong owner.
I typically don't make a bunch of moves the first season I take over a new franchise. Some worlds are pitching heavy some are hitter heavy.
I like to weed out bad contracts if possible, properly position my players in the field and see what improvement those two simple moves make and take that first season getting the "feel" of the new world I've joined.
Another factor IMO, is salary. I've seen guys take over a strong team, max payroll to try to win a quick title and lose more games than the franchise did the previous season. You see a W/L drop while the payroll jumps, that's not good. These types generally bail after 2 or 3 seasons and the franchise is then very unattractive to potential owners because of the ugly payroll situation. Often they'll also back load contracts making the franchise that much worse off.
My thought was to use your World Rankings to establish the way to "weigh wins based on the worlds there were accumulated in"...but maybe the way to go is to establish a relative score and then give more credit to the highly ranked worlds somehow. Details are still a little fuzzy, but that generally seems like a good way to approach it IMO.
