I should know this, but for a waiver trade does everyone on the 40-man who is involved (including minor leaguers) have to clear waivers before it's approved?

I believe that before it can even be offered, the player needs to be at least on the waiver wire if he is on the 40 man roster. It is only approved after trade review period is complete and the waiver period is over. I believe it only applies for 40-man guys.
