For anyone interested, recruits scouted by simmy to level can attend your RS2 private camp and you still have to pay for them! WIS says this is intended, but to me, it seems like it burdens the second session recruiting even more. I had a 118 person private camp and only got new info for 25 guys but still had to pay for all 118! Would have been cheaper to individually scout them all.
