ive only seen this when the VH team didn't have a scholarship / open spot for the player

Yep that looks like the reason. Davidson signed their 4th this morning.

Sometimes towards the end of recruiting I'll check out recruits who are very high on a team but haven't signed yet to see if that team has filled all of their scholarships Doesn't happen too often, but I've found a few recruits this way.
