I saw a player that had 60 work ethic and it dropped 25 points until he transferred.

If I recruit this player will he have 60 work ethic or 35?

you will get him with the current/lower WE number.

There used to be a glitch that you could promise these transfers a start during recruiting and the WE would bounce back to original number.
