Implementing Rule Changes Topic

I took over as commish in Guinness seven seasons ago, with few rules and no structure for voting on rules in place. We are currently discussing the possibility of implementing a MWR. It certainly won't be unanimous in either direction, so what's the best way to "implement" a rule? Do you vote and require half the teams plus one? Two-thirds? Do you scrap the vote and, as the commissioner, make a decision based on what you think is best? Do you form a "veterans committee" of six or eight or 10 owners and poll that group? How do you determine who becomes part of that exclusive group? I'm struggling to find a fair way to approach this without upsetting several veteran owners on both sides of this issue.

Any reasonable feedback on your experiences with this in other worlds would be helpful. Thanks.

In my experience, the first thing you should do is agree as a world on a way to ratify future Private World Rules (ie half +1, two thirds, Vet Committee etc.) and use half-plus-one as the threshold for THAT vote. From there, use that voting structure to act upon any/all rules being debated. There isn't a way that you're going to satisfy everyone, but this has proved to be the most objective/popular method in my experience.
