Agreed. It really depends on how badly you need another player. In my D2 rebuild I offered this guy a start and a scholarship at level 1 based on the teams on his considering list: https://imgur.com/a/2oLy2Lo
I generally don't recommend signing players at level 1 unless you are absolutely desperate. It can be done though if you know what to look for in the considering list.
One thing I like to look for on a considering list is you.... seriously. As a rule, if an elite coach 2 D1 letter grades above you puts an AP on a guy.... I'll take him at level 1 10 times out of 10.

this fool Benito Quiroz from Spain at lvl1 from D+ D1. B+ mrslam and B+ pallas both passed up on this guy (both took classes with pretty much only final four level studs). 100 ath 65 sp 47 red 100 de 35 sb 53+ lp 84+ per 78 bh 59 pa 95 sta looks a lot like a 3 I would pass up shooting for a Final Four but one that I'm really happy to have at D+. I probably got *slightly* lucky on that one... but I mean, what are the chances that he wasn't takable at D+?
Best player at Idaho State was
Dennis Stone. I signed him lvl1 out of Hawaii. Chapel (who, again, was 2 letter grades above me and an elite coach recruiting F4 level players--he would make an E8 with the class he was recruiting in Stone's year) actually offered a ship to Stone before pulling it back. If chap can offer a ship to a guy at B+, I don't need to know any more. Again, I got pretty lucky on this one. He was *ridiculous* for D+. Chap site mailed telling me he regretted not taking him. It was probably *really* close for him which makes it an obvious choice for me.
More of a desperate situation, all of my rebounding big options feel through at Bloomfield the last session and
this guy had about 4-5 elite DIIIs on him (projected D2 recruit). Signed him at lvl1 with F WE, assuming elite DIIIs wouldn't be on a guy with really low WE. Obviously a total DIII stud (hence the high interest) and a servicable DII board snatcher.

another big at Bloomfield at Lvl1. He was from 2500 miles away and I found him last day of RS1. Projected D2 guy that sportsbulls was on from 2500 miles away from D3 fighting an A+ D3 only 900 miles away. What's the chance he isn't a fuckin' D3 stud if one of the best D3 coaches in the game is willing to wage long-distance war for him.
78 ath 25 sp 86 reb 98 de 84+ sb 52 lp 86+ sta is pretty decent for D2. I was hoping he'd have green LP but I think I'll survive.
Finally, I will sign pretty much any Top50 guy (in an average gen) with B physical / B defense no questions asked at C+ or worse. As you get higher prestige you have to be a little more careful. I signed
this guy from far away at Lvl2 at B and he was obviously as dud of a 5 star as you can get, but he's still was top30 for a reason. Another relative fail was spending my whole budget
on this stud looking lvl1 5 star only to learn he has exercise-induced asthma and couldn't give me more than 20 MPG. I've never struggled more to hit a 25 MPG promise, my god. I've learned its prudent to scout every top100 guy up to Lvl2 if you're doing my wide net strat and everyone within your 1000 (some people only do 750) to lvl4. Signing preference has to be a major point of my attack, and I need to work on that.
