This is some general advice coming from someone who literally has not coached D1 in 3.0 but plans to soon...
Check out the status of those D2 squads. How many openings do they have? How many (if any) have they already filled? Are there other human coaches on the recruits with schollies that are already at very low (gives you a sense of how much effort they've put in)? Check out other recruits you've scouted...are they on those kids? Do they have schollies in them / are they battling for anyone else?
The answers to those questions should help you figure out how much you need to invest per recruit. For example, if they've got 4 openings, have already filled 2 and you see another recruit they're on at moderate with a scholarship in a clear battle, you know they A) don't have a heck of a lot of AP left and B) may not be able to handle a battle with you if their reserve cash is being saved to win that other recruit.
Depending on preferences, how much AP you'll need to unlock scholarships will vary...I'm looking at cubcub or shoe to recite exact #'s. You could definitely fight three D2 programs but it comes with some risk depending on the answer to the above questions. I'd see if you can locate any recruits with D1 schools on them at "high" or "very high" where the school hasn't offered a scholarship. There can be some really good recruits that have been "locked up" by elite schools as backup options. As soon as those schools sign their targets and that backup option becomes available, you can pounce late on a considerably talented player. Also don't be afraid to take a couple walk-ons and tank for a season...that will give you more AP and more recruiting money for a full session of recruiting next year.
