Yeah, at 10 million all you really know for sure is how old he is, that he's a reliever, and what hand he throws with. pray4pro said what I'd do... if I think he might be something, throw an offer out there. You'll see if anyone else reacts. Then adjust your next bid up or down. Might be there's no one else interested in the player at all.

Learning to read how other owners are bidding on IFA's lets you skimp on IFA budget and take some chances on Boom or Busts. I think $10 mil is a waste of $$$. There are two ways to go with IFA scouting budget IMO. You can either spend $16M or above to have some confidence in the projections you see. Or you can go with something like $6M and see fewer prospects. For the ones that look good to your blind scout, start throwing some cash at him, and see how others bid against you. Like I said, this is a gambling Boom or Bust strategy, but it does free up some $$$ to put in other areas of your budget.

Yeah. I lucked out with one IFA this season with only 12 mil scouting. Saw a SP who looked like a potential keeper, but of course I didn't trust the projections. My - "experience"? - gave me a feeling he might be alright, so I threw a blind bid. It was still early in the season so I figured the owners holding out for a superstud wouldn't bid yet, unless the guy was can't miss.
A few escalating bids made me realize someone else thought the player was for real too. UNLESS someone was playing me for a sucker and starting a bidding war on a turd. I had nothing else to spend the money on, so I picked my limit and bid it. Whoever else was bidding against me didn't match, and it turns out the player should be alright. Cost me 14 million cash, but to actually come up with a 14 million player who's worth it, with only 12 mil scouting, is a win to me.
