I generally only use the “inform of redshirt“ option on players I will not take on my team unless they redshirt. If my intention is to just try to redshirt, and then if they get upset and lose some WE just remove it, there is no point in risking this situation, IMO. It might be possible for you to do enough to get him interested again, but I’ve heard enough from folks who sank lots of AP into recruits in your situation, with no success, to not recommend it.
On the other hand, some recruits don’t seem to mind. I recruited a guy with a wants to play preference in the first session, promised him some playing time, but eventually secured a better international recruit for the late session. So I both informed of a redshirt and removed the scholarship before the start of the late session, so he didn’t sign with me; but I kept an eye on him to see what would happen. Surprisingly, I remained at Very High consideration (I had spent a campus visit to knock a sim off in the first session, so there was some effort left) until some humans noticed he was still sitting there after a number of cycles. Had I wanted to, I could have cut a player and signed him (and redshirted him) after my other player signed. It certainly isn’t a one-size-fits-all.
