Riverfront and Rogers Centre have identical park values, but much different overall park factors 0.90 vs 1.03.

Can we expect to see a big difference between the two, or not???

Did a quick search and found this from just4me from a few years back:

The hit modifiers are rounded, so those zeroes may all be 0.49 or -0.49 for that matter, and the PF's relevance is to how many runs were scored in that ballpark. A ballpark with a PF of 1.00 allows an average number of runs to score, below 1.00 indicates that fewer than average runs are scored in that park, and a number above 1.00 indicates that more runs are scored in that park than on average.

The PF isn't used (as far as I know) in any capacity here on WIS other than for reference sake. The hit modifiers are what are used. Though it could also be possible for a park to give up a greater than average number of certain types of hits, but have lower overall scoring than another similar park.

I didn't really find anything else concrete and haven't tested this myself

It's a little work, but you could calculate out using league averages and your specific players, their rough expected performance for a particular park using the following:

So, for example, with the above those two parks would be roughly the same, but along with the quote above, one may be at the high or low end of each range, and the other at the opposite of the range for each modifier. So the end results could still vary somewhat significantly. The PF is more just for insight into overall distribution of runs. Given the two parks having the same rounded modifiers, but fairly different PF, I would generally assume the lower PF stadium is on the lower side of the ranges and the higher PF stadium is on the higher side of the ranges all else being equal.
