I have a first round draft pick that is undecided, and I don't have enough budget to sign everyone else if he signs. How long should I expect before he makes a decision?

Four to seven real life days. And it's likely he'll come back asking for more money. If you offered his original demand and he comes back asking more, you can then choose not to sign him and take the Type D pick in next season's draft, which would be one spot lower down than his original draft slot. (Say he's the 10th pick, you'd get the 11th next season.)
